Lin Chen could not wait to bring her food cart back to downtown Portland last summer.

After her business, Shanghai’s Best, was among more than 50 displaced in 2019 by the development of a luxury Ritz-Carlton hotel and condo tower, she kept the cart afloat by relocating it to Salem and making the 108-mile daily roundtrip commute from her Rock Creek home for two years.
